yes since you belong to the reserved category you have more chances for that upgradation on 9th

The next upgradation is on 09-07-2013, Tuesday for Reservation Category – General Rank from
11001 to 18000.

I didnt said that ! I have already told that the 9th up gradation will be for General category and Reservation category. Your brother might have a chance in spot admissions .
