Chances for realtime allotment

Sir,
according to my waiting status,is it possible to get admitted in CS1F.
I'm not aware of realtime allotment.pls tell me what's it.
If I could allotted for CS1F what will be the fee structure?
My CS1F status is gen.3267

My cat rank is 14461 and obh 729.
If realtime is onlyfor the rankers under 10000..what about mine?

please take admission in other branch which u get and wait for upgrades .... this is because the reality is that it is difficult to jump 243 places in OBH catagory
