It means if i pay fee for I.T at 2nd branch allotment money payment gap, then may i get upgraded branches in 3rd allotment or admsn???

no..you should only pay the money if you get UPGRADED to the higher options..:)

Upgradation is automatic and rank based...you cannot just pay and get upgraded..:)
