can u distinguish between free seat and pay seat..?

i hav cat 2013 rank 4552...and when i proceeded with online registrations...there i saw about pay seat and free seat... now whats that..?

Of the total seats for B.Tech. (Self-financing) 50% are free seats, 40% payment and 10% are NRI payment seats. The free seats are reserved only for Keralite students.

and you can opt for pay seat but the chances for you to be alotted in payment seat will be less.

Also the Payment seat will be twice costly than Free seat,
