what does payment seats mean?

Is it like management quota seats? Can general keralites apply for it?

nope..Payment seats doesn't meansa management seat. for that SOE CUSAT and CUCEK are Government colleges.

Of the total seats for B.Tech (Self-Financing) programmes 50% are free seats which are given to Keralites only, 40% are payment seats (which are given to Non keralites only) and 10% are NRI payment seats.  The free seats are earmarked only for Keralite students.
