They both are different... For keralites 50% seats are reserved as free seats... Rest 40% are payment seats reserved for outsiders...and the last 10% for nri quota.... There is also difference in fees... For a free seat..fees is around 40000 per annum whereas for payment seat it is more than 80000...needless to say..nri seat costs even more! Hope this helps u ;)
