Is it very difficult to be in rest 40%(for CSE in SOE) coz it heard that you have to work hard to get around 70-80%

you have just heard. There is no fixed number of candidates who are in 70-80 percent range. You can be amongst them. Just the regular studies and an optimum level of sincerity. That's it. :)
