Fee refund if i cancel my admission before the commencement of classes?

Question

suppose i deposit the fees after 1st round allotment on 5th June,and after declaration of iit results i want to cancel my  admission,then whats the rule for admission cancellation? and in what time i will be refunded?

Refund of fees if any will be governed by the following rules and regulations prescribed by the University. 
When a student cancels his admission before the commencement of classes, another student from the waiting list will be given admission and the student who cancelled admission will be refunded the entire fee remitted after deducting a processing fee of not more than Rs.1000/-
When a student cancels his admission after the commencement of classes full amount of tuition fee remitted by him will be refunded to him, irrespective of the fact that he attends or does not attend the classes, if the subsequent vacancy is filled by another candidate. 
Refund without interest will be made only in the next financial year.

it is confusing  that the student who cancels his admission after the commencement of classes is refunded in the next financial year or everybody is refunded in the next financial year?

Refund Policy

• When a student cancels his admission before the commencement of the classes, the entire fee remitted after deducting a processing fee of not more than Rs.1000/- will be refunded provided the vacancy is subsequently filled up.
• When a student cancels his admission after the commencement of the classes the full amount of TUITION FEE remitted by him will be refunded, irrespective of the fact that he attends or not attends the classes, provided the vacancy is filled subsequently by another candidate. Refund will be made only in the next financial year."
