Well as you said for non general candidates with rank above 3000 it is really hard to get into cusat
But there are mistakes in wat u told here. Waiting list position changes only a very little from 2nd to 3rd allotment for all the candidates both kerelites and non kerelits. I cant explain you why. Use your logic to find out its simple.
And as keam results are announced there would be a huge change in waiting list status for both kerelite and non kerelite. NOT ONYL JUST FOE KERELITE STUDENTS Because kerelites can apply for both payment and free seats and especially for students who have communal reservation they are given more prefernce in payment seat even with a low rank and because of that we can see majority of kerelites have applied in both payment and free category So after KEAM results are announced we usually see many kerlite candidates leaving for other colleges and so There is an increase of seat in both payment and free category.
