sir..what does this sentence in special instructions mean?
"submission of online options/allotment granted based on the options submitted by the candidate does not guarantee admission in the university"

Why says so? Why it's not guaranteed even when allotted? Do they mean that he/she would be disqualified if he/she doesn't meet the required qualifications? Or are there any other reasons?

Yes even if you are alloted and you failed to pass the eiligiblity criteria or failed to submit the required documents at time. You will be disqualifed
