what are free seats and payment seats

i saw it in last years' rankwise alotmnt list

Of the total seats for B.Tech. (Self-financing) 50% are free seats, 40% payment and 10% are NRI payment seats. The free seats are reserved only for Keralite students.

and you can opt for pay seat but the chances for you to be alotted in payment seat will be less.

Also the Payment seat will be twice costly than Free seat,

in simple words ... free seats are concessional rate seats which can be availed by the Keralites only .... payment seats can be occupied by keralites as well as non keralites

and since both kerelite and non kerelite apply for the payment seats therefore these have more rush than the free seats
