WHY TWO TYPES OF SEATS?

Question 1

Cusat is a govt college right, then why there are two types of seats namely paid and free at the college?
Is there any difference between both in terms of studies etc..??
Will there be any scholarship?

Actually the School of Engineering is self financing college under the goverment of kerala
And out of the total number of seats 50% is free seats (self financing) 40% is payment seat and 10% is NRI seats
Free seats are only for kerelites.
THERE IS NO DIFFERENCE AMONG THEM IN THE TERMS OF STUDIES
