Doubt regarding balance seat matrix 11-7-16

As of balance seat matrix published on 11-7-2016 of btech and photonics  seats for CS is filled but it is also written as note that the balance sears shown may vary depending in number of students actually taking admission .what does this mean??

• Some Students might drop the course before the commencement of classes which will create an opening on the respective departments. The dropping might be due to admission in any other colleges/universities.
• As part of the CAT rank up-gradation process, a student might get update to a new stream / department and a seat unfilled opens. 
  
  So like this there are many reasons for the Number of Unfilled seats to vary.
